Redevelopment Plans for This Concord, New Hampshire Mall Stalled

In Concord, the Steeplegate Mall has been at the center of major redevelopment talks. The property, once a traditional enclosed shopping mall, has been largely empty since the interior closed in 2022. A proposal to bring new housing and retail to the site has moved through city reviews, but progress remains stalled.

Construction Plans

The redevelopment concept calls for around 600 residential units along with new retail space. Several existing tenants — including JCPenney, The Zoo Health Club, and Altitude Trampoline Park — would remain in operation on the property.

Ownership of the mall shifted to Onyx Partners Ltd in 2023. The company has pursued approvals for partial demolition and purchased nearby parcels to support the project. However, legal disputes have slowed the timeline.

Timeline So Far

City officials began reviewing redevelopment plans in 2023, with Onyx seeking approvals for demolition and site work in 2024. In December 2024, the company resolved a dispute with a neighboring property by purchasing the former TD Bank site for $2.5 million (Concord Monitor).

Despite that progress, JCPenney filed a lawsuit in April 2025 claiming Onyx had violated lease terms. The case temporarily halted demolition, though at the time both parties signaled they were close to a resolution. As of mid-2025, no construction has started.

Location Context

The Steeplegate Mall site lies along Loudon Road in Concord, on the city’s east side retail corridor. The area includes national retailers and service businesses. Redevelopment of the property would mark one of the largest mixed-use projects in the region, adding housing and reshaping a long-struggling mall.
