A downtown Paterson block that spent generations behind walls is preparing for another major transformation. Passaic County plans a six-story government complex on the former county jail property. The development will include an attached parking garage and bring several county departments together. The main construction contract was awarded in July 2026.
Plans place the Board of Social Services, County Clerk, election offices, Sheriff’s operations, and Probation Department inside. Jail use on the block reaches into the 19th century, long before the familiar mid-century facility rose. That jail later expanded into a much larger complex before county correctional operations shifted elsewhere.
Demolition began transforming the property in 2024, and the site was largely cleared by early 2026. The images below follow that change from an active jail to a vacant block awaiting its next civic role.
August 2012
The jail remained a massive presence in downtown Paterson during August 2012. Narrow windows, security fencing, and rooftop structures reflected decades of expansion. The Passaic County Sheriff’s Department operated from the complex. Much of the block had already served correctional uses for generations.
June 2019
By June 2019, the jail occupied most of the surrounding block. Multiple connected sections, rooftop equipment, parking areas, and secure spaces filled the property. Its footprint had grown considerably since the replacement jail opened during the 1950s. The complex had become one of the largest structures in the immediate neighborhood.
October 2024
The property looked dramatically different by October 2024. Large portions of the jail had already disappeared, exposing open ground across the northern site. Several sections remained along the southern and eastern portions. Their survival showed how demolition progressed across the sprawling complex in stages.
April 2025
Most of the jail was gone by April 2025. Rubble, exposed ground, and heavy equipment covered much of the former complex. Only a few smaller structures remained around the edges. The aerial view revealed the enormous footprint left behind after decades of correctional use.
March 2026
By March 2026, the block had become a broad vacant redevelopment site. The county had formally completed the jail demolition phase one month earlier. Plans were advancing for a six-story county government complex with an attached parking garage. The development will bring several county departments together on land once dominated by the jail.
