Plumas Lake is finally set to get its first full-service grocery store. Holiday Market broke ground in August 2025 on a 30,000-square-foot store behind Walgreens at Plumas Lake Boulevard and River Oaks Boulevard. The project is targeting a summer 2026 opening, weather permitting.
Using Google Earth, we can trace how this corner has changed from open farmland to a long-awaited retail hub.
1998 โ Farmland
August 21, 1998: The site was open farmland with basic levee roads cutting across the fields. Plumas Lake Boulevard was in place, but the community and commercial pads we know today didnโt exist.
2003 โ Subdivision Grading

January 7, 2003: Subdivision grading reshaped the farmland into curving residential streets. The corner lots were cleared for future commercial use, but they sat untouched while houses rose around them.
2020s โ Walgreens and an Empty Pad

Current satellite imagery shows Walgreens and Plumas Stop N Shop on the corner, with an ARCO station across the boulevard. Behind Walgreens, the large pad where Holiday Market will rise has sat empty for nearly two decades.
Construction
Holiday Marketโs groundbreaking took place on August 6, 2025, with North State Grocery partnering with Hilbers as the developer. The store will measure about 30,000 square feet and is expected to create 70โ80 jobs. Building permits are scheduled for submission in September 2025, with completion planned for summer 2026.
Location
The store is located directly behind Walgreens at the southeast corner of Plumas Lake Boulevard and River Oaks Boulevard. The site sits within a cluster of small retail pads that include Walgreens, Plumas Stop N Shop, ARCO, and a Sutter Health clinic. Coordinates for the parcel are roughly 39.020168, โ121.550303.
Company
Holiday Market is operated by North State Grocery, a Cottonwood-based company with more than 20 stores across Northern California and Southern Oregon. Known for its bakery, deli, and local produce, the chain emphasizes a community-focused shopping experience. This will be the companyโs first location in Yuba County.
Plumas Lake residents have waited more than 20 years for a local grocery store. With Holiday Market under construction, that long wait will finally end in 2026.
