Marshalls Coming to Peñitas, in Texas, New Filing Shows

A new Marshalls store is planned near the intersection of Hwy 83 and 23rd Street in Peñitas, Texas, according to a recent filing with the Texas Department of Licensing and Regulation dated July 25, 2025.

Construction is expected to begin in August 2025 and wrap up by July 2026. The project will involve ground-up construction of a 25,200-square-foot shell building.

The project is described in state filings as part of a future development labeled “Peñitas Crossing Shopping Center.” However, we were not able to confirm the existence or precise layout of a shopping center by that name in current public records or maps.

Marshalls, founded in 1956, is one of the largest off-price department store chains in the United States. It operates under TJX Companies, which also owns T.J. Maxx and HomeGoods.

While the exact site of the planned store has not been confirmed, aerial imagery from 1955 and 2022 shows that much of the land near the intersection has remained undeveloped for decades.
