A new affordable housing project is planned for 4321 Justice Avenue in Lubbock. The project is currently called Santa Fe Place. According to the Texas Department of Licensing and Regulation filing, it will include 90 affordable multifamily units across 86,471 square feet.
The filing lists the project as new construction with an estimated cost of $16 million. Work is scheduled to be completed by October 2027.

By July 2025, the future Santa Fe Place parcel was still open land, but the surrounding area had become much more developed than it was in 2002. Apartments, commercial buildings, parking lots, and nearby industrial properties now frame the site, making the remaining empty tract feel like one of the next logical places for infill housing in this part of Lubbock.
